Senator Swope moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill No. 556 -- A BILL to amend and reenact §31-15-3 of the Code of West Virginia, 1931, as amended, relating to creation of a new taskforce within the West Virginia Economic Development Authority; making legislative findings; creating a Small Business and Minority Populations Economic and Workforce Development Taskforce to assist the Director of the Economic Development Authority in developing and implementing a procedure to address employment, labor force participation, and economic development problems of small business and low income and minority populations of West Virginia; designating members of taskforce; providing duties of taskforce; providing for reimbursement for reasonable and necessary expenses of expenses actually incurred by taskforce members in the performance of their duties; and developing a model project to be used as a model to promote the growth and development of small business to increase employment and labor force participation across West Virginia.
